Sec. 14. Home rule. The regulation of facilities damage prevention, as provided for in this Act, is an exclusive power and function of the State. A home rule unit may not regulate facilities damage prevention, as provided for in this Act. All units of local government, including home rule units that are not municipalities of more than 1,000,000 persons operating its own One-Call Notice System, must comply with this Act. To this extent, this Section is a denial and limitation of home rule powers and functions under subsection
(h)of Section 6 of Article VII of the Illinois Constitution. A home rule municipality of more than 1,000,000 persons may regulate underground utility facilities damage prevention.
