Sec. 2-5. Refusal to Issue License.

Sec. 2-5. Refusal to Issue License. The Commissioner shall refuse to license or renew a license if:

(1)it is determined that the applicant is not in compliance with any provisions of the

Act; or

(2)there is substantial continuity between the applicant and any violator of this Act;

(3)the Commissioner cannot make the findings specified in Section 2-2, subsection (a),

of this Act.
