Sec. 90. Prioritization of project review with the Department of Transportation. A project that would directly assist in the feasibility of locating an electric vehicle manufacturing facility, component parts manufacturing facility, or electric vehicle power supply manufacturing facility may be prioritized by the Secretary of Transportation if:
(i)such project is included in the Highway Improvement Program; and
(ii)the company will operate the facility that was approved to receive a REV Construction Jobs credit or a REV Illinois credit. Under no circumstances should a project be prioritized if it would compromise the delivery of a project to remediate an immediate threat to safety.
