Sec. 10. Powers and duties under program. Under the forensic psychiatry fellowship training program created under Section 5 of this Act, the University of Illinois at Chicago and Southern Illinois University shall each have all of the following powers and duties:
(1)The university's undergraduate and graduate programs may increase their service and
training commitments in order to provide mental health care to chronically mentally ill populations in this State.
(2)The university shall coordinate service, education, and research in mental health
and may work with communities, State agencies, other colleges and universities, private foundations, health care providers, and other interested organizations on innovative strategies to respond to the challenges of providing greater physician presence in the field of forensic psychiatry. However, the majority of the clinical rotations of the fellows must be served in publicly supported programs in this State.
(3)The university may establish such clinical and educational centers and may
cooperate with other universities and associations as may be necessary to carry out the intent of this Act according to the following priorities:
(A)a preference for programs that are designed to enroll, educate, and facilitate
the graduation of mental health professionals trained in forensic psychiatry and other forensic mental health sub-specialties; and
(B)a preference for public sector programs that involve networking with other
agencies, organizations, and institutions that have similar objectives.
