The commission shall, thirty
(30)days prior to the time each regular session of the legislature shall convene, furnish to the governor and secretary of state a report of its proceedings, and an analysis of its financial requirements for the next ensuing year or biennium, and its recommendations. The commission shall furnish additional copies of such report as may be required by either of said officers.
