Each member of the commission shall receive as compensation for his services the sum of twenty-five dollars ($25.00) for each day’s attendance at a meeting and each day’s performance of the duties of the commission and shall receive his actual and necessary expenses, incurred in performing his duties as such commission. Payment of said compensation shall not be considered salary as defined in section
59-1302
(31), Idaho Code. The commission is hereby authorized to employ and fix the compensation of adequate legal, clerical and other assistance.
