Notwithstanding the residency and domicile requirements provided for in chapters 1, 4 and 5 of
title 49
, Idaho Code, enrolled tribal members, residing and domiciled within the boundaries of a federally recognized Indian reservation, which boundaries are located in whole or in part within this state, shall be considered Idaho residents for purposes of vehicle registration and vehicle titling in Idaho.
