It is hereby declared to be the intention of section
23-1016
that both counties and incorporated municipalities may levy and collect a license for the retail sale of beer as herein provided, and the granting of power to license retailer of beer in an incorporated municipality shall not be held as in any way conflicting with the provisions of this act relating to the granting of retailer’s license by the county.
