239B.11 Family investment program — diversion program.

A diversion program is created under the family investment program. The program shall provide incentives to divert a family’s participation in or transition of a family from the family investment program by helping a participant obtain or retain employment, by removing barriers to employment, by stabilizing a participant’s employment, or by improving a participant’s employment status. The program shall be implemented statewide in a manner that preserves local flexibility in program design.
The department shall assess and screen individuals who would most likely benefit from diversion program assistance. The department shall adopt income eligibility requirements and additional eligibility criteria for the diversion program as necessary for compliance with federal law and for screening those families most likely to become eligible for the family investment program if diversion program incentives were not provided.
