A license shall not be issued under this chapter unless the applicant shows that the applicant and the applicant’s agents are properly equipped by training and experience to find and select suitable temporary or permanent homes for children and to supervise the homes in which the children are placed to safeguard the health, morality, and general well-being of the children.
