An agency as specified in this chapter and when licensed in accordance with the provisions of this chapter may do any of the following:
1. Receive children in need of assistance or children who are under eighteen years of age found to have committed a delinquent act by the juvenile court, and provide for the disposition of the children subject to the provisions of chapter 232 and chapter 600A.
2. Receive and provide for the disposition of all minor children voluntarily surrendered to the agency.
