It is the express declaration of the Legislature that ss. 70.001 , 70.45 , and 70.51 have separate and distinct bases, objectives, applications, and processes. It is therefore the intent of the Legislature that ss. 70.001 , 70.45 , and 70.51 are not to be construed in pari materia.
