Notwithstanding the provisions of subsection
(d)of section 5-272 the employer, as defined in subsection
(a)of section 5-270 , and an employee organization, as defined in subsection
(d)of said section 5-270 , as the exclusive representative of employees in an appropriate unit, may engage in a pilot program to discuss the state classifications and examination system. Neither party may negotiate pursuant to the provisions of section 5-276a . Any agreement reached by the parties shall be reduced to writing and submitted to the General Assembly pursuant to the provisions of subsection
(b)of section 5-278 .
