Sec. 5-221. Rejection of applicants.

(a)The Commissioner of Administrative Services may reject the application of any person for admission to an examination for establishing a candidate list for the classified service, or refuse to examine any applicant for such service, who
(1)has been found to lack any of the established qualifications for the position for which such applicant applies or for which such applicant has been examined,
(2)is physically or medically unfit to perform effectively the duties of the position in which he or she seeks employment,
(3)is addicted to the habitual use of drugs or intoxicating liquors,
(4)has been dismissed from the public service for delinquency, incompetency, misconduct or neglect of duty, or
(5)has made a false statement of any material fact or practiced or attempted to practice any deception or fraud in his or her application, in his or her examination or in securing his or her eligibility or appointment.
(b)The commissioner may establish reasonable procedures concerning investigation of the character, reputation, experience and training of applicants.
