(a)The Commissioner of Administrative Services shall take into account any further wage inequities identified as part of the five-year review process in accordance with section 5-200a . In each fiscal year, upon the request of the commissioner with the approval of the Secretary of the Office of Policy and Management, the General Assembly shall appropriate sufficient funds to the reserve for salary adjustments account in the annual appropriations act for such fiscal year to be designated for use in modifications to the compensation plan for state service, as identified by the findings of
(1)the objective job evaluation process conducted by the Commissioner of Administrative Services pursuant to section 5-200a , and
(2)other studies negotiated under collective bargaining agreements. Inequities shall not be eliminated through the downgrading of any job classification or salaries.
(b)Not later than January 1, 2024, and quarterly thereafter, the Secretary of the Office of Policy and Management shall report, in accordance with the provisions of section 11-4a , to the joint standing committee of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies on the status of the reserve for salary adjustments account. Such report shall include, but need not be limited to:
(1)The total amount of appropriated and carryforward funds available within the account; and
(2)the amounts distributed to each agency during the previous calendar quarter. The first quarterly report submitted each year shall also include a year-end reconciliation for the previous calendar year.
