Any United States or Connecticut state flag
(1)displayed on or in any public building owned or leased by the state, or used for the purposes of sections 3-2b , 4b-14 , 9-237 or 51-27g , and
(2)purchased after July 1, 2009, shall be manufactured in the United States.
