As used in this chapter:
(1)“Commissioner” means the state Commissioner of Weights and Measures or the commissioner's designee;
(2)“Public weighmaster” means a natural person licensed under the provisions of this chapter; and
(3)“Vehicle” means any device in, upon or by which any property, produce, commodity or article is or may be transported or drawn.
