On or before July 1, 1996, and annually thereafter, the Treasurer shall submit to the Governor and the General Assembly a report on the financial condition of the Second Injury Fund. Such report shall include
(1)an estimate of the fund's unfunded liability as of the preceding July first;
(2)the effect of settlements and stipulations on the unfunded liability;
(3)the number and amount of assessments levied under section 31-354 for the previous fiscal year;
(4)the number and amount of such assessments projected for the coming year; and
(5)any recommendations for legislative change to improve the operation or financing of the fund.
