The division, subject to the review and approval of the commission, shall submit a report to the General Assembly, not later than February fifteenth, annually, concerning its progress in carrying out the purposes of sections 28-25 , 28-25a , 28-25b , 28-26 , 28-27 , 28-27a , 28-28 , 28-28a , 28-28b , 28-29 and 28-29a .
