In time of peace, the number of enlisted personnel and the number of officers in the National Guard shall be not less than the minimum required by the laws of the United States. The National Guard and naval militia shall be organized, uniformed, armed, equipped, trained and disciplined as required by the laws and regulations of the United States relating to the National Guard and naval militia. The various organizations and units of the National Guard and naval militia shall be located throughout the state with reference to the military wants thereof, means of concentration and other military requirements.
The Governor may, in case of war, invasion, insurrection, riot or imminent danger thereof, increase said force and organize the same according to the laws of the United States.
