Nothing in sections 25-200 to 25-210 , inclusive, and subsection
(a)of section 13a-94 , shall be construed to limit or preclude the development of hydropower except where in the commissioner's judgment, such development is incompatible with the applicable river corridor protection plan or to limit or preclude the maintenance of railroad rights-of-way for fire prevention purposes.
