The commissioner shall adopt regulations in accordance with the provisions of chapter 54 to implement the provisions of sections 25-68b to 25-68h , inclusive. Such regulations shall include, but not be limited to,
(1)standards for stormwater management and flood flows and
(2)procedures for certification or exemption of a proposal in accordance with section 25-68d .
