No permit under section 22a-174 or 22a-183 , except a permit for the burning of brush under subsection
(f)of said section 22a-174 , shall be granted, renewed or modified unless the commissioner considers air pollution emitted from all sources on the land where the activity requiring the permit is located and he determines that each source conforms to regulations adopted under section 22a-174 and does not pose a health hazard.
