Any person
(1)holding a license, permit or registration under sections 20-570 to 20-630 , inclusive, who has been disciplined by the commission, or
(2)who has been refused a license, permit or registration under said sections or refused a renewal of a license or permit under said sections, may appeal as provided in section 4-183 .
