Said department shall, annually in accordance with the provisions of section 19a-88 , issue to each licensed veterinarian in the state, presenting an application for renewal of his or her license accompanied by the professional services fee for class I, as defined in section 33-182 l , plus five dollars, a receipt stating the fact of such payment, which receipt shall be a license to follow such practice for one year.
