When the Commissioner of Children and Families receives a report from a person not designated as a mandated reporter pursuant to section 17a-101 that such person has reasonable cause to suspect or believe that any child under the age of eighteen years
(1)has been abused or neglected, as defined in section 46b-120 ,
(2)has had nonaccidental physical injury, or injury which is at variance with the history given of such injury, inflicted upon such child, or
(3)is placed at imminent risk of serious harm by a school employee, as defined in section 53a-65 , holding a certificate, authorization or permit issued by the State Board of Education under the provisions of sections 10-144o to 10-146b , inclusive, and section 10-149 , a copy of such report shall be sent by the Commissioner of Children and Families to the Commissioner of Education.
