Any pilot, whether resident or nonresident, of a civil aircraft involved in an aircraft accident and any operator, whether resident or nonresident, of an unmanned aircraft involved in an unmanned aircraft accident shall immediately notify the executive director or the state police of such accident. If the pilot, pilots, operator or operators are incapacitated, any person who caused or authorized the operation of such aircraft or unmanned aircraft at the time of the accident shall be responsible for giving such notification.
The pilot, pilots, operator or operators shall file a written report concerning the accident with the executive director not later than fourteen calendar days after such accident on a form prescribed by the executive director. If requested by the executive director, a written report may also be required for an aircraft or unmanned accident when the damage is less than substantial damage. The executive director may make an investigation of such accidents as the executive director deems advisable or in lieu of a detailed investigation, may accept a copy of the final report by a federal investigation agency.
