Any license issued by the Commissioner of Motor Vehicles under the provisions of this subpart
(H)shall be suspended by, and surrendered to, said commissioner, when, after notice and hearing, it is determined that the licensee has violated any provision of this subpart (H), or of any other statute pertaining to his business as a licensee.
