On and after January 1, 2025, each person, firm or corporation that the Commissioner of Motor Vehicles permitted or required prior to October 1, 2024, to file applications for the issuance of a certificate of registration or a certificate of title electronically with the Department of Motor Vehicles pursuant to section 14-15d of the general statutes, revision of 1958, revised to January 1, 2024, or any regulation adopted thereunder, shall no longer be permitted to use the department's electronic system for filing applications for the issuance of a certificate of registration or a certificate of title unless such person, firm or corporation holds an electronic issuance license issued pursuant to section 14-15e .
