Any person aggrieved by an action of the commissioner to withdraw
(1)a license or registration, or
(2)the privilege to operate a motor vehicle or to register a motor vehicle in this state, pursuant to sections 14-111h to 14-111p , inclusive, shall be entitled, upon request, to a hearing conducted in accordance with the provisions of chapter 54.
