Not later than the day on which the Governor's proposed biennial budget is required to be submitted to the General Assembly pursuant to section 4-71 , the Governor shall recommend to the General Assembly
(1)any projects which the Governor believes are necessary to implement the transportation strategy of the state; and
(2)a financing plan for such projects.
