The person required to maintain any bridge constructed over any section of the National System of Interstate and Defense Highways located within this state, which bridge
(1)is constructed or undergoes major reconstruction, as determined by the Commissioner of Transportation, on or after October 1, 2000, and
(2)has a defined pedestrian walkway, shall install and maintain fencing along such walkway to prevent pedestrians from throwing objects from such walkway onto the highway below. The bridge located between the Legislative Office Building and the State Capitol Building shall not be subject to the provisions of this section.
