Not later than December 31, 2028, and biennially thereafter, the Board of Trustees of The University of Connecticut and the Board of Regents for Higher Education shall each develop a plan to increase the number of full-time faculty teaching at the colleges and universities under the boards' jurisdiction. Not later than December 31, 2028, and biennially thereafter, each board shall report regarding such plans in accordance with the provisions of section 11-4a to the joint standing committee of the General Assembly having cognizance of matters relating to higher education and employment advancement.
