The executive director of the Technical Education and Career System shall consult with each
(1)regional community-technical college, and
(2)local or regional board of education
(A)for a town in which a technical education and career school is located, and
(B)that offers any career technical education programs, for the purpose of establishing partnerships, reducing redundancies and consolidating programmatic offerings and to fulfill workforce needs in the state.
