Annually, the Commissioner of Education shall randomly select one state charter school, as defined in subdivision
(3)of section 10-66aa , to be subject to a comprehensive financial audit conducted by an independent auditor selected and monitored by the commissioner. Except as provided in subsection
(d)of section 10-66ee , the charter school shall be responsible for all costs associated with the audit conducted pursuant to the provisions of this section.
