Advisory councils on drug abuse education and prevention established by municipalities pursuant to subsection
(a)of Section 4126 of the Drug Free Schools and Communities Act of 1986 may serve as a resource for public schools in the field of substance abuse prevention and education and may assist in the development of out-of-school activity for students.
