§ 4090

(a)The State Department of Health Care Services shall establish, by regulation, standards for the programs listed in Chapter 2.5 (commencing with Section 5670) of Part 2 of Division 5. These standards shall also be applied by the department to any facility licensed as a social rehabilitation facility pursuant to paragraph
(7)of subdivision
(a)of Section 1502 of the Health and Safety Code.
(b)In establishing the standards required by this section, the department shall not establish standards that in themselves impose any new or increased costs on the programs or facilities affected by the standards.
(1)Notwithstanding subdivision (a), pursuant to Section 5963.05, the State Department of Health Care Services may develop and revise documentation standards for social rehabilitation facilities and community residential treatment programs to be consistent with the standards developed pursuant to paragraph
(3)of subdivision
(h)of Section 14184.402.
(2)The department shall require social rehabilitation facilities and community residential treatment programs to implement these documentation standards and shall monitor compliance with these standards as part of program reviews.
