The State-Only Family Planning Program established under this division is hereby reenacted and continued in existence in order to continue to provide comprehensive, clinical family planning services to those persons who are not eligible to receive these services under the Family Planning, Access, Care, and Treatment (Family PACT) Waiver Program established pursuant to subdivision
(aa)of Section 14132, and to those persons who are not eligible to receive family planning services pursuant to subdivision
(n)of Section 14132 without a share of cost.
