A petition, which may consist of any number of separate instruments, shall be filed with the secretary of the district, signed by voters residing within the boundaries of the area proposed to be excluded equal in number to at least ten
(10)per centum of the number of such voters voting for all candidates for the Office of Governor of this State at the last general election prior to the filing of such petition.
