All annual fees, other than the initial filing fee required in connection with the filing of an application, registration, petition, or request, or proof of claim, and all unpaid fees and expenses referred to the California Department of Tax and Fee Administration for collection pursuant to subdivision
(b)of Section 1535 or Section 2868, shall be paid to the California Department of Tax and Fee Administration.
