After the expiration of the period or extended period for the submission of written views and recommendations, or prior thereto in the event all those entitled to submit written views and recommendations have done so, or have signified their intention not to do so, the department shall transmit
(1)the department’s report and recommendations to the Governor and to the Legislature together with
(2)any submitted views and recommendations of the county, city, state agency, or public district and together with
(3)such supplementary report and recommendations as the department may deem appropriate.
