As part of the first report submitted to the department by an urban retail water supplier no later than January 1, 2024, pursuant to subdivision
(a)of Section 10609.24, each urban retail water supplier shall provide a narrative that describes the water demand management measures that the supplier plans to implement to achieve its urban water use objective by January 1, 2027.
