A service fee of two dollars ($2), in addition to other required fees, shall be paid to the department upon the initial issuance of a registration card identifying a motor vehicle of a type included in subdivision
(b)of Section 4453. Subsequent transfers of title are exempted from the two-dollar ($2) service fee.
