The time limitation provided by law for commencement of a civil action for a violation specified in Section 40200 shall be tolled from and after the date a notice of delinquent parking violation is filed with the department pursuant to subdivision
(b)of Section 40220 until the notice is returned to the processing agency under subdivision
(b)of Section 4760 or Section 4762 or 4764 or is recalled by the processing agency pursuant to subdivision
(d)of Section 40211.
