A peace officer or employee specified in Section 22651 may remove a vehicle located within the territorial limits in which the officer or employee may act when the vehicle was used by a person who was engaged in a motor vehicle speed contest, as described in subdivision
(a)of Section 23109, and the person was arrested and taken into custody for that offense by a peace officer.
