Notwithstanding any other provision of law, it is the intent of the Legislature that the programming authorization described in subparagraph
(B)of paragraph
(8)of subdivision
(b)of Section 188.5 is available for any and all state-owned toll bridge retrofit projects identified in paragraph
(4)of subdivision
(a)of Section 188.5.
