For any cooperation rendered under the provisions of subdivisions (a), (b),
(c)or
(d)of section 131, the department may require the applicant to pay any portion of the expense, and in such event the department shall determine what amount such applicant shall pay.
Any expense incurred in carrying out the objects of any provision of section 131 is part of the administrative expense of the department.
