A city selection committee shall be established which shall consist of one member representing each city within the district as described in Section 30100, except the City of Los Angeles. Each member of the city selection committee shall serve without compensation from the district and shall be designated and appointed by and be a member of the governing body of the city they represent. As a member of the city selection committee, each member shall be entitled to vote on all motions coming before the committee or subcommittee thereof of which that member is a member, and shall be entitled to cast one vote for each 10,000, or major fractional part thereof, of population in the city represented by the member as shown by the latest population estimate prepared by the Demographic Research Unit of the Department of Finance pursuant to Section 2227 of the Revenue and Taxation Code; provided, that each member shall have at least one vote and no city shall have votes exceeding in number the total number of votes of all the other cities represented on the committee.
For the purposes of this section, the term “major fractional part” means a fractional part larger than one-half.
