A county transportation authority shall do all of the following:
(a)Adopt an annual budget and fix the compensation of its officers and employees.
(b)Adopt an administrative code, by ordinance, which prescribes the powers and duties of its officers, the method of appointment of its employees, and its methods, procedures, and systems of operation and management.
(c)Cause a post audit of its financial transactions and records at least annually by a certified public accountant.
(d)Appoint an advisory committee, which membership reflects a board spectrum of interests and geographic areas of the county. Members of the staff of the county transportation authority, as determined by the county transportation authority, shall be available to aid the advisory committee in its work.
(e)Appoint other advisory committees that it deems necessary.
(f)Do any and all things necessary to carry out the purposes of this chapter.
