(a)The authority may establish and maintain a prequalification program for bidders on contracts not covered by subdivision (b).
(b)On public projects, as defined in subdivision
(c)of Section 22002 of the Public Contract Code, the authority shall require, at a minimum, that prospective bidders for a construction contract complete and submit to the authority a prequalification standardized questionnaire and financial statement in a form specified by the authority, pursuant to subdivision
(a)of Section 20101 of the Public Contract Code.
